The Saxman Seaport project, which would add a ferry terminal and berthing structure to the already developed port and industrial area, is a long-desired transportation improvement for the communities of Ketchikan, Saxman and MIC. In 1997, both the City of Saxman and the Metlakatla Indian Community signed a joint resolution supporting the construction of the AMHS terminal in Saxman, shortly followed by a resolution of support from the Ketchikan Gateway Borough. From 1998 – 2006, the Ketchikan Gateway Borough submitted requests for capital funding to the legislature for the development of the Saxman Seaport for ferry infrastructure to accommodate a run between Saxman and Metlakatla. Additionally, the project has been repeatedly recommended for inclusion in the Statewide Transportation Improvement Program (STIP), as well as in local transportation and economic development plans. Currently, the Saxman Seaport project is included in the most recent approved amendment of the 2024-2027 Statewide Transportation Improvement Program (STIP) as project 33972 “South Tongass Ferry Terminal” with funds allocated to bring the design to 35%.
Preliminary concept design work for development of the Saxman Seaport was completed by PND engineering in 2023 with input from DOT&PF, the City of Saxman, Metlakatla Indian Community and community members. Southeast Conference assisted the state in engaging the public on the project hosting meetings in Saxman and Metlakatla in 2023. Engagement demonstrated overall support for the project and helped determine Concept 3a displayed in the SHFT report was the best layout given the diverse needs of the users of the Saxman Seaport area. This facility would host the M/V Lituya, or a future High Efficiency vessel, on the Saxman/Ketchikan to Metlakatla route and would significantly shorten the run time creating the opportunity for more frequent service and reduce congestion at Berth 3 at AMHS downtown Ketchikan terminal.
Southeast Conference has worked in partnership with the City of Saxman, Ketchikan Gateway Borough, and Alaska DOT&PF to seek funding for completing the design and build of the new terminal and berthing structure.
